STATUS REPORT
For Board Meeting May 21, 2009

1.  Reclaimed Water Aquifer Storage Recovery
ASRus assisted EWD staff with preparation of the April 2009 monthly report to DEP’s Underground Injection Control Staff.  The well has been operating in the recovery mode, and 681 MG is in storage as of May 21st.  ASRus is also assisting with obtaining a permit modification from DEP to allow a greater storage volume in the well and discussions have begun with DEP’s Ft. Myers office in this regard. 

2.  SWFWMD Grant Application *
ASRus completed a SWFWMD Co-Op Grant application for EWD to construct a 2nd ASR recovery well and to modify the piping at our reclaimed water wet weather storage pond to increase dry season irrigation supplies. Jay attended the Basin Board Meeting on April 15, 2009. The project has been ranked high by SWFWMD staff.

3.  R/O Plant Expansion – Substantial Completion Date Aug 17, 2009
The contractor has completed erection of the metal process building system.  The contractor is completing painting of the metal building structural steel and other metal system as required by the specifications. The Contractor has poured new building driveways and has initiated the placement of sod to restore areas disturbed by construction.   The contractor continues to work on installation of the primary electrical feed line from the existing feed breaker to the new MCC-5A and remaining electrical feed circuits to the exhaust fans and bridge crane.  The contractor is completing the installation of process building lighting and electrical service components. The contractor and EWD have come to agreement that the process room piping system will be deleted from the project and a credit will be provided to EWD for this work which will be approved at the June Board meeting.  The contractor and EWD have also agreed on a revised completion schedule for the project which will require that all work on the project to substantially complete on or before August 17. 2009.  Principal remaining work items include:  Bacteriological clearance of the Clearwell and transfer pump system; minor mechanical work at the clearwell transfer pumps; start-up of the new transfer pumps and MCC-5A electrical system; start-up of the ammonia feed system; complete renovation of the men’s bathroom facility; start-up and final testing of all systems; complete site restoration; final painting of all systems requiring paint; training on new equipment and systems.     The next progress meeting is June16, 2009. 

4.  SWFWMD Consent Order *  
A Quarterly Status Report for January through March, 2009 was submittal to the SWFWMD on April 30, 2009.

5.  Water Use Permit   
EWD comments on wellfield management plan were sent to PBS&J on May 11, 2009, awaiting 2nd draft. Comments were incorporated into the wellfield management plan and second draft submitted and reviewed by EWD.  Wellfield management plan and supplemental information being prepared in support of clarification letter response.

6.  Wellfield No. 5   
There is no major change in this effort. EWD is continuing to pump the wellfield under the APT plan to supply the Lime Softening Plant and collect water quality and water level data from the eight production wells as part of the on-going assessment of groundwater withdrawals from WF-5.  Amendment No. 1 for the Annual EMP is on the Board Agenda for approval.

7.  Park Forest Unit 1 – Reuse SWFWMD Co-Op Grant – Completion Date February 28, 2009 
EWD staff has submitted the record drawings and request for SWFWMD reimbursement.  SWFWMD contacted EWD staff with additional wording in the Certification form for reimbursement.  The Certification was redone with the new wording and resubmitted to SWFWMD.   SWFWMD reimbursement of $81,126.38 was received May 29, 2009.  This project is completed and will be removed for the report.

8.  Tangerine Woods*   
Rich and Jay met with the Tangerine Woods Association to discuss the availability of reclaimed water.  A copy of the Class B Agreement for the Delivery and Use of Residential Reclamation Water and additional requested information was sent to Tangerine Woods on April 27, 2009.

9.  Winchester Boulevard Extension – South *
Charlotte County may pull this project. The DEP water permit was received March 19, 2009.  A RFI was received on the DEP Wastewater Permit which has been submitted to DEP was received April 8, 2009.  Plans will be held until it becomes necessary to reactivate.   The permits are good for five years.

10.  V9 Vacuum Sewer and Watermain Upgrade Project
GWE have completed the plans.  The updated engineer’s cost estimate for the entire project is $1,500,000.  EWD and GWE staffs completed the DEP permit applications and were submitted to DEP on March 23, 2009.  FDEP permit was received on April 28.  This Project will be discussed at this Board Meeting.

11.  GIS/GPS *
EWD staff is converting the electronic record drawings which will be hyperlinked in the GIS drawings and is updating GIS with information from both Charlotte and Sarasota Counties.  EWD staff is working on adding the interceptors to the map.

12.  I & I Project
Reynolds Inliner started May 18, 2009.  Reynolds has completed most of the pipe lining and is currently finishing the grout and service connections on that pipe.  Reynolds plans to be completed with the rest of the pipe lining by the end of June.  Utilamax will be on site June 11, 20009 and plan to start the manhole rehabilitation on June 15, 2009.   Utilamax will start work in the area where the pipe lining has been completed.                  

13.  Watermain Replacement Project
 The project has been completed as well as all testing required.  The DEP Clearance request was submitted June 2, 2009.  DEP Clearance was received June 3, 2009.  The service lines are being reconnected and will be completed by the week of June 8, 2009.

14.  South Manasota Key Drainage Improvement (Phase 1) *
Charlotte County will start the bidding process soon.  The County is checking into a legal issue regarding the re-building of the dock at the proposed discharge pipe. 

15.  South Manasota Key Drainage Improvement (Phase 2)
The FDEP permit for the EWD water line replacement was received from Sarasota County Health Department on March 4, 2009.  The bid plans for the drainage improvements were submitted to Charlotte County. The County is bidding both phases in one project. There is also a legal issue regarding the re-building of the dock at the proposed discharge pipe for this phase that needs to be resolved prior to bidding.  The Joint Project Agreement for this portion is on the Board Agenda for approval.

16.  Dearborn Street Drainage
Sarasota County has tabled awarding the contract until May 26, 2009.  Sarasota County Staff contacted EWD staff with changes in the Joint Project Agreement (JPA) which was approved and signed by EWD Board January 8, 2009.  EWD staff and the District’s Counsel have reviewed and accepted the changes to the JPA.  This JPA is on the Board Agenda for approval.   The Board approved the JPA at the May 7, 2009 Board Meeting.  The executed Agreements were sent to Sarasota County on May 13, 2009.  On May 26th, the Sarasota County Board of County Commissioners decided to not proceed with the construction of the Englewood CRA Drainage Improvements project.  Therefore, the Joint Project Agreement for this project is no longer needed.

17.  Thomas Ranch Reuse *
Susan and Jay met with Kimley-Horn on April 7, 2009 for a project up-date.  

18.  North Anchor – Artist Avenue & SR 776 *
The Board of County Commissioners approved this project at the October 28, 2008 meeting.  Construction is at least 1 year away.

19.  Philman Mining Permit  
DMK contacted EWD to discuss the restoration phase of the Philman Mining permit.  It includes 176 cluster homes.  The Developer is finalizing County requirements.  DMK is currently working on the construction plans and DEP permits which will be submitted to EWD for review.  The Board of Zoning Appeals will hear the petition for this project on June 10, 2009 for a time extension.

20.  Villages of Manasota Beach – Wellfield No. 3 *
Jay met with Sarasota County and the Developer on January 29, 2009 to discuss this project.  As part of the WUP, SWFWMD has requested monitor wells.         

21.  CCU Interconnect
Flow to CCU stopped May 29, 2009. 

22.  Sandalhaven Utilities Interconnect *
HDR Engineers is designing and permitting a new Master Lift Station and shutting down the WWTP for Sandalhaven Utilities.  They anticipate flows to EWD WRF of 100,000 gpd staring November, 2009.  The DEP permit was received December 24, 2008.

23.  Sarasota County Comp Plan Update         
Jay met with Sarasota County Planning and engineers from Carollo Engineers on May 28, 2009 concerning the EWD portion of the Sarasota County Comp Plant Update.

24.  FOG Letter  
The FOG program is doing really well. Sampling and site visits to the area restaurants are on a regular schedule. Letters have been sent to the grocery stores in the District’s service area.  Added to the schedule were Casa Nova and Shucker’s since they recently opened.  EJ Fishbone Grill was removed because they have gone out of business.  The Collections Department will be getting the interceptors mapped to be incorporated into the GIS system.

25.  Peace River TAC *
Rich and Jay attended the TAC meeting on April 23, 2009.  The Memorandum of Understanding will be discussed at this Board Meeting. 

26.  South Manasota Key Association *
Jay met with the Association on May 5, 2009 and distributed the costs for 3 fire plugs and 1 fire hydrant.

27.   SWFWMD System Status Report *
As a requirement of Phase III Water Shortage, EWD submitted the 2nd System Status Report on May 12, 2009.

28.   Wellfield Protection Ordinance Workshop *
Jay attended the Wellfield Protection Ordinance Workshop on April 6, 2009.  There will be a second workshop held on April 27, 2009 and another held on June 15, 2009 which Jay will also attend.

29.   Leadership Englewood * 
Jay will participate in their Environmental Day Conference on May 20, 2009 concerning EWD.

 

NO CHANGE IN STATUS
