STATUS REPORT
For Board Meeting February 4, 2010
1. Reclaimed Water Aquifer Storage Recovery
ASRus assisted EWD staff with preparation of the December 2009 monthly report to DEP’s Underground Injection Control Staff. Excess water was stored in the well in December. A total of 686 MG was in storage as of the end of December. ASRus also prepared and submitted a permit modification to DEP on January 14, 2010, to allow a greater storage volume in the well. DEP has agreed to consider an increase in the storage volume by an additional 100 MG up to a total of 820 MG. This storage volume is expected to serve the needs of EWD for several years. Verbal approval from DEP was received January 25, 2010. The written permit modification to follow.
2. ASR Supplemental Reclaimed Water Source
A Scope of Services has been requested from ASRUS, INC. for this project. The Scope must be reviewed by SWFWMD before a Task Order can be assigned. The Task Order was approved by the Board and has been executed by all parties on January 8, 2010. A kickoff meeting was held January 29, 2010.
3. Annual Wellfield Evaluation Report
ASRus has been assigned a Task Order to begun work on the 2010 Annual Wellfield Evaluation Report. This is a condition of the previous Water Use Permit, and this is the last year that this report is expected to be needed. Future annual reports will be based on the requirements of the new WUP.
4. R/O Plant Expansion – Substantial Completion Date Aug 17, 2009
The work of the project is substantially complete. The Contractor is addressing 1 remaining minor punch list items. All items are expected to be completed by October 31, 2009 at which time the project will be complete and final payment will be made to the contractor. Final payment was made to the Contractor December 8, 2009. The project was under budget $60,000. This project is complete and will be removed from the report.
5. Water Use Permit
SWFWMD issued the WUP on December 18, 2009. This project is complete and will be removed from the report.
6. Wellfield No. 5
The WF No.5 production wells are now permitted under the renewed WUP for withdrawals of up to 820,000 gallons per day (gpd) on an average annual daily basis and 1,000,000 gpd on a peak month basis. EWD and Sarasota County are working on a License Agreement for two additional monitor wells.
*7. Winchester Boulevard Extension – South
The County has started up on this project again and requested the District execute fill/slope easements and a right to entry. The Board approved execution of these documents at the August 20, 2009 Board Meeting. The executed documents were mailed to the County on August 21, 2009. The fully executed documents were received September 10, 2009. This project is currently not on the Charlotte County 5-year CIP list.
8. V9 Vacuum Sewer and Watermain Upgrade Project
A Public Hearing was held January 22, 2010. EWD Board of Supervisors to decide on Project.
*9. GIS/GPS
GPS of the reuse system and the wellfield system has been completed. GPS is on going on the potable water system in the Charlotte County area; approximately 40% has been completed.
*10. Force Main Modeling
We have begun the data collection phase of modeling our force main system, North of Dearborn Street, to assess the impacts of Villages of Manasota Beach and Gottfried Creek Overlay District. Carols and Jay will attend a MWH Soft Training Class in April on Force Main Modeling.
11. I & I Project
Reynolds Inliner is continuing to work on the remaining liner work and the repairs of the failed liners which started on September 21, 2009. The Contractor hopes to be completed shortly. There was a problem with main lines collapsing which are full of tree roots. These lines have been taken area of. However, there is the same problem in the service laterals which are being reviewed to come up with a solution to the problem. The Contractor has been paid in full December 9, 2009. The project was $40,000 under budget. This project is completed and will be removed from the report.
12. WRF Reclaimed Water Flows
A new irrigation schedule was prepared for our reuse customers. At the request of Park Forest Homeowners Association, EWD staff met with them on November 17, 2009 to inform them of the purpose of the irrigation schedule.
13. South Manasota Key Drainage Improvement (Phase 1) and (Phase 2)
The project is scheduled to start February 8, 2010 and end July 9, 2010. There will be progress meetings every 2 weeks. A Bald Eagle has established a nest at the corner of Gulf Blvd and Little Court at 1205 Gulf Boulevard. This nest is currently active and requires protection as per Federal rules. The Engineers are working with the contractor and the wildlife agencies on a plan of how to re-arrange the project schedule.
14. Sarasota County Englewood Sidewalk Project
The District will need to allow $65,000 for the 2010 budget for design and permitting. Sarasota County anticipates this project to start in 2013. EWD staff met with the County Engineering consultant, DMK on January 21, 2010 to review the 90% plans and to discuss the specifications. EWD will review the plans and specifications over the next 4 to 6 weeks. There are approximately 105 water conflicts and approximately 138 sewer conflicts over 10 miles of sidewalks.
15. Dearborn Street Drainage Project
EWD will be working with DMK on a redesign of the Dearborn Street Drainage Project.
*16. North Anchor – Artist Avenue & SR 776
The Board of County Commissioners approved this project at the October 28, 2008 meeting. Construction is at least 1 year away.
*17. Philman Mining Permit AKA Winchester Lakes
DMK contacted EWD to discuss the restoration phase of the Philman Mining permit. It includes 176 cluster homes. The Developer is finalizing County requirements. DMK is currently working on the construction plans and DEP permits which will be submitted to EWD for review. DMK met with EWD on September 9, 2009 to review the preliminary design. Charlotte County has extended all mining permits for 2 years; the new deadline is December, 2011.
18. Villages of Manasota Beach – Wellfield No. 3
Steve and Jay attended the Public Meeting held October 26, 2009. The Planner updated the public on the project. The project will go before the Sarasota County Planning Commission in February, 2010, then to the Sarasota County Board of County Commissioners.
*19. Charlotte County Sidewalks
Jay attended the Charlotte County 1¢ Sales Tax Sidewalk Project meeting on October 15, 2009.
20. SR 776 & Oriole Blvd.
DOT has a project at SR 776 and Oriole Boulevard. EWD staff attended the DOT Project Coordination Meeting on November 4, 2009 at Fort Myers DOT Office. There will be no interference with EWD facilities in the area.
21. Sarasota County Water Interconnect
EWD and County staffs met January 14, 2010 to discuss this project and an Interlocal Agreement.
22. Boca Royale I & I Project
EWD staff met with the Condo Association on January 28, 2010 to discuss this project.
23. Water Planning Alliance
Mike and Jay attended a Water Conservation Summit Meeting on January 15, 2010.
24. Peace River Water Authority
EWD staff met with Peace River staff on January 19, 2010 to review the Facilities Management Plan.
