STATUS REPORT

For Board Meeting March 18, 2010

1. Reclaimed Water Aquifer Storage Recovery
ASRus assisted EWD staff with preparation of the February 2010 monthly report to DEP’s Underground Injection Control Staff. Excess water has been stored in the well since December. A total of 735 MG was in storage as of the February 21, 2010. The allowable storage volume in the well is 820 MG.

2. ASR Supplemental Reclaimed Water Source
The two primary sources that will be explored under this project will be lowering the intake piping in the existing wet weather pond at the WRF and constructing an additional recovery well to tap into stored water at the ASR site. ASRus is preparing a memorandum addressing the permitting required to develop the supplemental sources. Initial contact has been made with FDEP and a meeting will be set up shortly to discuss this plan and regulatory strategies with FDEP and SWFWMD.

3. Annual Wellfield Evaluation Report
ASRus submitted the draft report for EWD staff review on February 22, 2010. Comments were received February 24, 2010. ASRus will submit the final 2010 Annual Wellfield Evaluation Report to SWFWMD by the Water Use Permit deadline of April 1, 2010. Future annual reports will be based on the requirements of the new WUP.

*4. Wellfield No. 5
The WF No.5 production wells are now permitted under the renewed WUP for withdrawals of up to 820,000 gallons per day (gpd) on an average annual daily basis and 1,000,000 gpd on a peak month basis. EWD and Sarasota County are working on a License Agreement for two additional monitor wells.

*5. DIW #1 & #2 2009 Annual Operating Report
A Task Order has been assigned to PBS&J to provide the engineering services to prepare and submit the Annual Operating Report for the DIW #1 and #2 as stipulated in the DEP permit conditions to encompass all operational and monitoring data for the period extending from January thru December. The report is to be submitted no later than June 1st. This task was included in the FY 2010 Operating Budget.

6. 2010 R/O WTP DIW#1 MIT
The MIT of the R/O WTP DIW #1 has been rescheduled for the week of April 5, 2010.

*7. Winchester Boulevard Extension – South
The County has started up on this project again and requested the District execute fill/slope easements and a right to entry. The Board approved execution of these documents at the August 20, 2009 Board Meeting. The executed documents were mailed to the County on August 21, 2009. The fully executed documents were received September 10, 2009. This project is currently not on the Charlotte County 5-year CIP list.

8. V9 Vacuum Sewer and Watermain Upgrade Project
A Public Hearing was held January 22, 2010. EWD Board of Supervisors had a Special Meeting on February 18, 2020 to decide on Project. The Board voted not to pursue this project.

*9. GIS/GPS
GPS of the reuse system and the wellfield system has been completed. GPS is on going on the potable water system in the Charlotte County area; approximately 80% has been completed.

*10. Force Main Modeling
We have begun the data collection phase of modeling our force main system, North of Dearborn Street, to assess the impacts of Villages of Manasota Beach and Gottfried Creek Overlay District. Carols and Jay will attend a MWH Soft Training Class in April on Force Main Modeling.

11. South Manasota Key Drainage Improvement (Phase 1) and (Phase 2)
The project is started February 8, 2010 and end July 9, 2010. There will be progress meetings every 2 weeks. A Bald Eagle has established a nest at the corner of Gulf Blvd and Little Court at 1205 Gulf Boulevard. This nest is currently active and requires protection as per Federal rules. The Engineers are working with the contractor and the wildlife agencies on a plan of how to re-arrange the project schedule. The Contractor is installing the water main on Gulf Boulevard. DMK and GWE are jointly inspecting the project.

12. Sarasota County Englewood Sidewalk Project
Sarasota County anticipates this project to start in 2013. EWD staff met with the County Engineering consultant, DMK on January 21, 2010 to review the 90% plans and to discuss the specifications. EWD will finish reviewing the plans and specifications over the next couple weeks. There are approximately 105 water conflicts and approximately 138 sewer conflicts over 10 miles of sidewalks. Jay met with DMK to go over the 90% plans on February 23, 2010. EWD provided comments on the relocation design and specifications.

13. Dearborn Street Drainage Project
EWD will be working with DMK on a redesign of the Dearborn Street Drainage Project. DMK will be removing various sidewalks in the vicinity of Dearborn from the Englewood project and designing them in the Dearborn project. It is possible that sidewalks will be relocated and/or removed. This could affect the previously designed relocation of EWD facilities in the Englewood Sidewalk project.

14. Philman Mining Permit AKA Winchester Lakes
EWD reviewed the Construction Plans prepared by DMK on February 3, 2010. Clarifications and/or corrections were requested by EWD staff and completed by DMK. The permits were executed on February 12, 2010 and sent to DMK for submittal to DEP. The DEP Wastewater Permit was received March 3, 2010. The Developer Agreement was sent March 9, 2010.

15. Villages of Manasota Beach – Wellfield No. 3
Steve and Jay attended the Public Meeting held October 26, 2009. The Planner updated the public on the project. The project will go before the Sarasota County Planning Commission in February, 2010, then to the Sarasota County Board of County Commissioners. The Commissioners voted against the rezoning for this project.

*16. Charlotte County Sidewalks
EWD staff reviewed the Manor Road Sidewalk Preliminary Construction Plans on February 9, 2010.

*17. SR 776 & Oriole Blvd.
DOT has a project at SR 776 and Oriole Boulevard. EWD staff attended the DOT Project Coordination Meeting on November 4, 2009 at Fort Myers DOT Office. There will be no interference with EWD facilities in the area. A letter stating there would be no interference was e-mail to DOT. EWD staff attended the Pre-Construction Meeting held on February 16, 2010.

*18. SR 776 from San Casa to Sunnybrook Blvd. Landscape Project
DOT has a landscape project on SR 776 from San Casa to Sunnybrook. EWD staff reviewed the plans and there will be no interference with EWD facilities in the area. A letter was sent to DOT on February 17, 2010 stating there will be no interference with our facilities; however, the District’s Locator will be on site when the landscaping begins to assist the contractor with any questions concerning our utilities.

19. Sarasota County Water Interconnect
EWD and County staffs met January 14, 2010 to discuss this project and an Interlocal Agreement. A Draft Interlocal Agreement was sent to EWD staff from Sarasota County February 23, 2010 for review. After staff review a few suggested changes were submitted to Sarasota County. Sarasota County will meet with Giffels-Webster Engineers to secure a more defined cost of the project.

*20. Water Planning Alliance
Mike and Jay attended a Water Conservation Summit Meeting on January 15, 2010.

*21. Lemon Bay Cedar Point Park Members
EWD staff provided information and tour to Lemon Bay Cedar Point Park members on March 6, 2010.

22. SWFWMD Workshop
Jay and Maureen attended a SWFWMD workshop on February 26, 2010. The workshop covered the 2009 Annual Consumption Report.

23. PRMRWSA
EWD staff reviewed the draft Facilities Management Plan for the PRMRWSA Conjunctive Water Use Permit.
