STATUS REPORT
For Board Meeting May 20, 2010

*1. Reclaimed Water Aquifer Storage Recovery
ASRus assisted EWD staff with preparation of the March 2010 monthly report to DEP’s Underground Injection Control Staff. Excess water has been stored in the well since December. A total of 788 MG was in storage as of April 20, 2010. The allowable storage volume in the well is 820 MG.

2. ASR Supplemental Reclaimed Water Source
ASRus and EWD Staff met with FDEP on May 4, 2010 to discuss this project now that the SWFWMD permitting has been better defined. ASRus is in the process of preparing an FDEP minor permit modification to make the modifications necessary to evaluate lowering the onsite storage pond level at the site. We are also preparing to get a drilling contractor onsite to install piezometers around the pond so we can evaluate the interaction between the pond and the surficial aquifer system at this location. We would like to get these piezometers installed before the rainy season, so we are tentatively looking at next Thursday to have the contractor onsite to install the wells. Five piezometers will be installed to approximately 20 feet, and an additional piezometer will be installed to a depth of 40 feet to better characterize the lithology of the surficial aquifer system at the site. The closest piezometer to the pond will be installed immediately outside of the bermed area, which should be within 30 to 50 feet of the pond surface.

*3. Wellfield No. 5
The WF No.5 production wells are now permitted under the renewed WUP for withdrawals of up to 820,000 gallons per day (gpd) on an average annual daily basis and 1,000,000 gpd on a peak month basis. EWD and Sarasota County are working on a License Agreement for two additional monitor wells. Sarasota County has submitted a license agreement to EWD for installing a PZ1 monitoring well on N. Elm St. Sarasota County is installing their own monitoring well at the second location and does not want a well installed by an outside agency, but will share their monitoring results. The License Agreement for the McCall Road property was approved by the District Board at their last meeting. EWD staff has been notified by Sarasota County that the Agreement will be presented at the May 25, 2010 Board of County Commissioners meeting.

4. DIW #1 & #2 2009 Annual Operating Report
The DIW annual operating reports were finalized after EWD’s comments were incorporated, and submitted to FDEP on April 23, 2010. Currently awaiting any comments from FDEP.

5. 2010 R/O WTP DIW#1 MIT
The Mechanical Integrity Test (MIT) of the R/O WTP DIW #1 was completed on April 6, 2010. A Draft MIT report was submitted to EWD for review and comment. EWDs review comments were incorporated into the report, which was finalized and submitted to FDEP on May 13, 2010. Currently awaiting any comments from FDEP.

*6. GIS/GPS
GPS information has been completed on the fire hydrants and water main valves as of March 23, 2010. A data base has been created for Charlotte County area to connect the water mains to the fire hydrants and vales. The entire distribution system in Charlotte County is completed.

7. Force Main Modeling
We have begun the data collection phase of modeling our force main system, North of Dearborn Street, to assess the impacts of Villages of Manasota Beach and Gottfried Creek Overlay District. Carols and Jay attended a MWH Soft Training Class in April on Force Main Modeling. EWD staff has begun work on the modeling of the 6 inch thru 16 inch force mains. This work is continuing.

8. Water Main Extension
This will be a EWD in-house project. Staff has submitted the permit request to Sarasota and Charlotte Counties on April 16, 2010. The Charlotte County Right-of-Way permit was received May 12, 2010. The DEP permit request was submitted on April 21, 2010 and received April 29, 2010. This project will add 5 fire hydrants, close loops, remove old galvanized mains, and extend existing mains. The DOT permit was submitted May 11, 2010.

9. South Manasota Key Drainage Improvement (Phase 1) and (Phase 2)
The project is started February 8, 2010 and is scheduled to end July 9, 2010. There will be progress meetings every 2 weeks. A Bald Eagle has established a nest at the corner of Gulf Blvd and Little Court at 1205 Gulf Boulevard. This nest is currently active and requires protection as per Federal rules. The Engineers are working with the contractor and the wildlife agencies on a plan of how to re-arrange the project schedule. The Contractor is installing the water main on Gulf Boulevard. DMK and GWE are jointly inspecting the project. The first Pay Request was received from Charlotte County on March 18, 2010. The pay request was reviewed by our Inspector and EWD Staff. It was processed for payment. Phase 2 of the project passed the pressure testing, BAC-T testing and will be certified to Sarasota County Department of Health on May 14th. The Contractor will begin to connect the tie-ins on Monday, May 17th. It is anticipated to take a week, and then the contractor will start work on Phase 1 the following week (May 24th).

10. Dearborn Street Drainage Project
EWD will be working with DMK on a redesign of the Dearborn Street Drainage Project. DMK will be removing various sidewalks in the vicinity of Dearborn from the Englewood project and designing them in the Dearborn project. It is possible that sidewalks will be relocated and/or removed. This could affect the previously designed relocation of EWD facilities in the Englewood Sidewalk project. A Public Meeting was held on April 15, 2010 where DMK presented several different options. Dorian Popescu from DMK met with Jay on April 27, 2010 at 1:00 p.m. to go over the design plans. A second Public Meeting is scheduled for May 18, 2010, 6:30 p.m. at the Englewood Sports Complex.

11. Winchester South Project
Charlotte County is looking into funding this project and moving forward with construction.

*12. Philman Mining Permit AKA Winchester Lakes
EWD reviewed the Construction Plans prepared by DMK on February 3, 2010. Clarifications and/or corrections were requested by EWD staff and completed by DMK. The permits were executed on February 12, 2010 and sent to DMK for submittal to DEP. The DEP Wastewater Permit was received March 3, 2010. The Developer Agreement was sent March 9, 2010.

*13. Charlotte County Sidewalks
EWD staff reviewed the Manor Road Sidewalk Preliminary Construction Plans on February 9, 2010.

*14. SR 776 from San Casa to Sunnybrook Blvd. Landscape Project
DOT has a landscape project on SR 776 from San Casa to Sunnybrook. EWD staff reviewed the plans and there will be no interference with EWD facilities in the area. A letter was sent to DOT on February 17, 2010 stating there will be no interference with our facilities; however, the District’s Locator will be on site when the landscaping begins to assist the contractor with any questions concerning our utilities.

15. Sarasota County Water Interconnect
EWD and County staffs met January 14, 2010 to discuss this project and an Interlocal Agreement. A Draft Interlocal Agreement was sent to EWD staff from Sarasota County February 23, 2010 for review. After staff review a few suggested changes were submitted to Sarasota County. Sarasota County will meet with Giffels-Webster Engineers to secure a more defined cost of the project. Sarasota County contacted EWD staff on April 21, 2010 stating that they have completed the review of the preliminary report on the interconnect and the Interlocal Agreement. The Interlocal Agreement is on this Board Meeting Agenda and scheduled for the Sarasota Board of County Commissioners on June 8, 2010.

16. Elevated Tank Painting Project
The Invitation to Bid was advertised on April 14, 2010. A Mandatory Pre-Bid meeting was held on April 27, 2010 at 10:00 a.m. in the EWD Board Room. There were eight contractors in attendance. EWD received 5 bids which were opened on May 13, 2010. The Bids were reviewed by EWD staff and District Council. The bid will be awarded to the lowest Responsive, Responsible Bidder Utility Service Company, Inc. and is on this Board Meeting Agenda for Award.

17. Water Planning Alliance
Jay will attend the Water Conservation Summit which is scheduled for June 24, 2010.

18. Science and Environmental Council of Sarasota
Jay will represent the Englewood Water District at the workshop scheduled for May 27, 2010 at New College of Florida. The workshop will cover Low Impact Development and Water Conservation Summit which is scheduled for June 24, 2010.
