STATUS REPORT
For Board Meeting November 4, 2010
1. Reclaimed Water Aquifer Storage Recovery
ASRus is assisting EWD staff with preparation of the September 2010 monthly report to DEP’s Underground Injection Control Staff. The allowable storage volume in the well is 820 MG, approximately 771 MG in storage as of October 24, 2010. EWD has revised the residential reuse irrigation schedule to Tuesday, Wednesday, and Thursday. Storage in the Reclaimed ASR Well commenced August 25, 2010 and was shut off on October 7, 2010. Sixteen million gallons have been stored to date.
2. ASR Supplemental Reclaimed Water Source
FDEP issued the permit modification to allow lowering of the onsite storage pond for additional supplemental supply which was received by EWD on August 19, 2010. ASRus continues to work with EWD staff to collect background data to allow pumping of the storage pond once hydrologic conditions are favorable. ASRus and EWD staff met August 27, 2010 to plan the next phase. A staff gauge has been located in the pond to allow readings at lower pond levels, and a new pump will be installed to allow pumping the pond from a lower elevation. The 6 monitor wells are installed. DMK has surveyed the pond and monitor wells to establish base elevations. A survey of the reuse storage pond has been completed and the staff gauge has been installed. EWD has ordered the material for the pump modification and will install when received. Testing will begin soon following installation of the new pump.
*3. 2009 Annual Wellfield Management Report
The 2009 Annual Wellfield Management Report was submitted March 30, 2010. On June 25, 2010, EWD received 13 comments on the report from SWFWMD. PBS&J submitted a draft response letter to EWD for review and comment on August 20, 2010. EWD approved the responses and a final response letter was submitted to the SWFWMD on August 25, 2010. Still waiting for comments from DEP and/or SWFWMD.
*4. 2010 Annual Wellfield Report
PBS&J has been assigned a Task Order to the Engineering Agreement to prepare the 2010 Annual Wellfield Report as required under Condition 14 of the Water Use Permit (WUP).
*5. Wellfield Management Plan Update Field Logs & Work Sheets
PBS&J has been assigned a Task Order to the Engineering Agreement to update the Wellfield Management Plan and water level monitoring field logs to reflect the revisions in the well identification numbers, the actual wells being monitored, change elevations, and revise the Wellfield No. 5 well location map utilizing the survey results.
*6. Annual Hydrobiological Monitoring Report
PBS&J has been assigned a Task Order to the Engineering Agreement to prepare the 2010 Annual Hydrobiological Monitoring Report as required under Condition 21 of the Water Use Permit (WUP).
*7. Wellfield No. 3 Staff Gauges Extension
PBS&J has been assigned a Task Order to the Engineering Agreement to extend the staff gauges in the four wetlands where the staff gauges were installed. An additional 1-foot staff gauge section will be added to the existing anchor posts at the four wetlands to be completed to allow uninterrupted measurement of water levels.
8. GIS/GPS
The mapping web site was down on September 27, and 28, 2010 to program the data information from the NaviLine customer base system. Training Sessions were held in the morning and afternoon of October 5, 2010 for EWD staff on how to use the map and access the NaviLine customer base information. EWD staff is working on the program to assure that the information from NaviLine customer base information is established and working as required.
9. Water Main Extension
This will be a EWD in-house project. The areas involved are Loralin Drive, Punta Nova Terrace and Cardinal Lane in Charlotte County and. The work has been completed on all the watermains in Charlotte County (Loralin, Punta Nova Terrace & Cardinal). The work has been completed on Olive Avenue and Cedar Avenue in Sarasota County. The mains have been installed, pressure tested and bacteriological tested. The record drawings have been completed and were sent to DEP for clearance on October 15, 2010. Bay Park Drive is the last area to be completed in Sarasota County. Three hydrants will be added to this area.
10. EWD Lab
The annual Department of Health certification and inspection started on October 18, 2010. The inspection focus is on the paperwork, they look at the chain of custody. The inspection has been completed.
11. Heritage Creek Development
This Development was purchased by a new Developer, D∙R∙ HORTON, Inc. who paid the Capital Capacity Charges in the amount of $77,537.25 for Phase 2 consisting of 15 lots. The Developer will pay the Capital Capacity Charges for Phase 3 under a separate Agreement for the final 15 lots. The Developer has contacted EWD staff asking if they can install a privacy wall at the end of the 10 foot EWD Easement along S. R. 776. EWD staff responded stating that they must have their surveyor mark the easement area and the privacy wall must be out of the District’s easement area.
12. South Manasota Key Drainage Improvement (Phase 1) and (Phase 2)
Construction was completed on July 28, 2010. Record drawings and a FDEP water main extension permit modification will be submitted on August 26, 2010. When the permit modification is approved, a request for final clearance will be submitted to complete this project. The DEP Clearance was received September 27, 2010. This project is completed and will be closed upon receipt of the County’s final invoice. The revised completion date is January 16, 2011.
13. Sarasota County Sidewalk Project
Sarasota is anticipating construction of approximately 1 mile of this 10 mile project early in 2011. EWD will review the final plans prepared by DMK. At this time it appears that EWD will be able to do the utility relocates as an in-house project.
14. Dearborn Street Drainage Project
This project will have Joint Project Agreement with Sarasota County. DMK started on the design of relocating EWD facilities on July 29, 2010. DMK has completed the utility relocation plans and there was a review meeting with DMK and EWD staff on Tuesday, October 19, 2010. The review comments from EWD will be forwarded to DMK by October 29, 2010. DMK will make a presentation of the completed Low Impact Stormwater Project to the Sarasota County Board on November 9, 2010. Construction is expected to start by May 2011 and may take place in up to five phases.
*15. Winchester South Project
EWD staff was contacted by Joanne Vernon, P.E. CC Stormwater Manager letting us know that Charlotte County is planning to go to construction next summer with this project. EWD staff will work with the County on the Joint Project Agreement for this project. GWE is the Engineer for the District. This project is part of the FY10 CIP Budget. On Tuesday, August 24, 2010, the Charlotte County Commissioners unanimously voted to add Winchester Boulevard extension to the FY 2010 budget. Construction will commence the summer of 2011 or 2012 depending on the Florida Department of Transportation Grant.
16. Sarasota County Water Interconnect
EWD staff received the 90% construction plans for review on September 7, 2010.
GWE submitted a permit application to FDOT. FDOT is reviewing the application and will be scheduling a meeting in the field with GWE to review the above ground meter pad placement. GWE is also working with Sarasota county utilities on the meter details. A meeting was held with FDOT with regard to the directional drill and location of the meter assembly, which is quite large. FDOT did not object to the pipe work and directional drill, but did object to the large meter pad being within the limits of their pond, due to access and maintenance reasons. GWE is now working with Sarasota County to find another location for the meter placement.
17. Charlotte County Sidewalk Project
Sales Tax Year 2 – the area for the project is not within the EWD service area. The sidewalks are one near L.A. Ainger, Gulfstream Boulevard and one on Cape Haze Drive near Publix.
18. SR 776 from San Casa to Sunnybrook Blvd. Landscape Project
DOT has a landscape project on SR 776 from San Casa to Sunnybrook. Construction commenced October 4, 2010.
There will be a final walk thru on Thursday, October 28, 2010 from 10:00 AM to 12:00 PM.
*19 Sarasota County Lemon Bay Watershed Sediment Management Project
EWD staff received a request from the County’s Engineer to do a preliminary review the plans for any potential conflicts. The area involved is Buchan Airport and Alligator Creek near Alameda Isles and Eden Harbor. A full set of 90% construction drawings were received September 3, 2010. EWD staff is reviewing the plans for any conflicts with our facilities. A meeting was held with the County’s Engineer on September 7, 2010. EWD personnel will directional bore the 4″ force main under the existing ditch and connect directly to the 6″ force main which will clear the entire area for the sediment pond. This will be completed within 2 or 3 months.
*20. Vacuum Sewer Telemetry Project
The system has been installed. Initial testing will proceed in August 2010. Final testing will be completed the second week in October.
21. Air Vac Valve Pit
Air Vac and their Contractor were in Englewood on October 12, 2010 and October 13, 2010 for a trial procedure to fix the valve pit bottom failure issue. They did the trial procedure to fix the valve pit bottom failure issue, it does not look good.
*22. Sarasota County Pollutant Loading Study
Sarasota County’s Engineer Jones Edmonds contacted EWD staff requesting information the location of septic tanks in the District’s boundaries for the study on maximum contaminates in the creeks. EWD staff provided Jones Edmonds with a District map showing the areas that have sewer and a list of all the sewer customers within the District with addresses and Parcel ID numbers.
23. SWFWMD-University of Florida & Tampa Bay Water Study
SWFWMD contacted EWD staff requesting information on what % of our water goes to irrigation and for how much water we sold for the last 10 years. EWD has compiled this list for SWFWMD. This study will involve placement of new meters to do a minute by minute reading of water use.
24. Lemon Bay League
Mike attended the Gottfried Creek Water Quality meeting on October 22, 2010 to discuss Gottfried Creek Water Quality.
25. SWFWMD
Roger Quick attended the Water Conservation meeting on October 22, 2010.
