STATUS REPORT
For Board Meeting July 15, 2010
1. Reclaimed Water Aquifer Storage Recovery
ASRus assisted EWD staff with preparation of the June 2010 monthly report to DEP’s Underground Injection Control Staff. Recovery from the ASR well began on May 5, 2010. The well is currently shut-in, with a total of 756 MG in storage as of June 23, 2010. The allowable storage volume in the well is 820 MG.
2. ASR Supplemental Reclaimed Water Source
FDEP issued a request for additional information on the permit modification submitted on May 23, 2010. ASRus worked with EWD staff to submit a timely response to FDEP addressing the issues raised. We are awaiting approval of the permit modification by FDEP. ASRus continues to work with EWD staff to equip the six new piezometers with water level recorders for continuous monitoring at the site to allow pumping of the storage pond once the permit modification is received and hydrologic conditions are favorable.
3. Wellfield No. 5
The PZ1 monitoring well on N. Elm Street which was approved at the June 8, 2010 Sarasota County Board of County Commissioners meeting was completed on June 29, 2010. The monitoring well will be incorporated into the water quality and water level monitoring program for Wellfield No. 5 as required under the Water Use Permit. Sarasota County has signed off on the Right-of-Way Permit for this project.
4. DIW #1 & #2 2009 Annual Operating Report
The DIW annual operating reports were finalized after EWD’s comments were incorporated, and submitted to FDEP on April 23, 2010. At this time, PBS&J have not received any comments or request for additional information from DEP. PBS&J received the revised MOR reporting form modifications from FDEP and forwarded to EWD staff.
*5. 2010 R/O WTP DIW#1 MIT
The Mechanical Integrity Test (MIT) of the R/O WTP DIW #1 was completed on April 6, 2010. A Draft MIT report was submitted to EWD for review and comment. EWD’s review comments were incorporated into the report, which was finalized and submitted to FDEP on May 13, 2010. Currently awaiting any comments from FDEP. No comments received to date.
6. 2009 Annual Wellfield Management Report
The 2009 Annual Wellfield Management Report was submitted March 30, 2010. On June 25, 2010, EWD received 13 comments on the report from SWFWMD. PBS&J will review the comments and respond to SWFWMD by September 25, 2010.
*7 GIS/GPS
GPS information has been completed on the fire hydrants and water main valves as of March 23, 2010. A data base has been created for Charlotte County area to connect the water mains to the fire hydrants and valves. The entire distribution system in Charlotte County is completed.
8. Force Main Modeling
EWD staff has begun work on the modeling of the 6 inch force main, this portion of the backbone of the pipes has been completed. EWD staff is now reviewing the record drawings and gathering pertinent information to combine with the 6 inch backbone portion. Work is continuing.
9. Water Main Extension
This will be a EWD in-house project. This project will add 5 fire hydrants, close loops, remove old galvanized mains, and extend existing mains. The areas involved are Loralin Drive, Punta Nova Terrace and Cardinal Lane in Charlotte County and Olive Avenue, Cedar Avenue and Bay Park Drive in Sarasota County. The work has been completed on the watermains for Loralin Drive and Punta Nova Terrace. The mains have been disinfected, hydrostatically and bacteriologically tested with satisfactory results. DEP clearance request was submitted to DEP on June 15, 2010. The DEP clearance for Loralin Drive and Punta Nova Terrace was received from DEP on June 28, 2010. Work started on June 30, 2010 at Cardinal Lane.
10. South Manasota Key Drainage Improvement (Phase 1) and (Phase 2)
The project started February 8, 2010 and is under construction. There will be progress meetings every 2 weeks. The Contractor has completed Phase 2 of the project which is essentially the construction of a new water line on Gulf Boulevard from Mockingbird Lane north to El Galeon. Phase 2 also included the abandonment of the existing water main and tie-ins to the side streets. Construction on Phase 1 started on May 27, 2010 with construction of the new water main along Shoreview Drive working toward Gulf Blvd. The work is progressing well. Construction reached Gulf Blvd on June 9, 2010. Additional water main replacement was identified near the connection on Gulf Blvd. The new water main within this area is expected to be completed and ready for testing by June 18. Change Orders No. 1 for relocation of a sewer main and No. 2 for additional watermain work have been reviewed and approved.
*11. Dearborn Street Drainage Project
EWD will be working with DMK on a redesign of the Dearborn Street Drainage Project. DMK will be removing various sidewalks in the vicinity of Dearborn from the Englewood project and designing them in the Dearborn project. It is possible that sidewalks will be relocated and/or removed. This could affect the previously designed relocation of EWD facilities in the Englewood Sidewalk project. A Public Meeting was held on April 15, 2010 where DMK presented several different options. Dorian Popescu from DMK met with Jay on April 27, 2010 at 1:00 p.m. to go over the design plans. A second Public Meeting was held on May 18, 2010, 6:30 p.m. at the Englewood Sports Complex. The design is currently in the 60% phase.
12. Winchester South Project
Charlotte County is moving forward with this project.
*13. Philman Mining Permit AKA Winchester Lakes
EWD reviewed the Construction Plans prepared by DMK on February 3, 2010. Clarifications and/or corrections were requested by EWD staff and completed by DMK. The permits were executed on February 12, 2010 and sent to DMK for submittal to DEP. The DEP Wastewater Permit was received March 3, 2010. The Developer Agreement was sent March 9, 2010.
*14. Charlotte County Sidewalks
EWD staff reviewed the Manor Road Sidewalk 60% Construction Plans. There were water and sewer conflicts found. A letter listing the conflicts was sent to Johnson Engineering on June 2, 2010.
*15. SR 776 from San Casa to Sunnybrook Blvd. Landscape Project
DOT has a landscape project on SR 776 from San Casa to Sunnybrook. EWD staff reviewed the plans and there will be no interference with EWD facilities in the area. A letter was sent to DOT on February 17, 2010 stating there will be no interference with our facilities; however, the District’s Locator will be on site when the landscaping begins to assist the contractor with any questions concerning our utilities.
*16. Sarasota County Water Interconnect
EWD and County staffs met January 14, 2010 to discuss this project and an Interlocal Agreement. A Draft Interlocal Agreement was sent to EWD staff from Sarasota County February 23, 2010 for review. After staff review a few suggested changes were submitted to Sarasota County. Sarasota County will meet with Giffels-Webster Engineers to secure a more defined cost of the project. Sarasota County contacted EWD staff on April 21, 2010 stating that they have completed the review of the preliminary report on the interconnect and the Interlocal Agreement. The Interlocal Agreement was approved at the Sarasota Board of County Commissioners Board Meeting held on June 8, 2010.
17. Elevated Tank Painting Project (COMPLETION DATE: November 4, 2010)
The Contractor started moving the equipment in over the 4th of July weekend. The Contractor’s crew started prepping the site on July 6, 2010 and started working on the inside of the water tank on July 7, 2010.
18. Water Planning Alliance
Chair, Steve Samuels, Sydney Crampton, and Mike Ray attended the Water Conservation Summit on June 24, 2010.
*19. Science and Environmental Council of Sarasota
Jay represented the Englewood Water District at the workshop on May 27, 2010 at New College of Florida. The workshop will cover Low Impact Development and Water Conservation Summit which is scheduled for June 24, 2010.
20. Reuse Customer Meeting
The residential irrigation schedule had to be revised on June 24, 2010 due to depletion of the ASR Well stored water.
